Preheat oven to 350°. Line a baking sheet with parchment paper.
Pulse flour, butter, Parmesan, pepper, and table salt in a food processor until clumps form. Add water; pulse until dough forms. Turn dough onto a floured surface and roll to ⅛-inch thick.
Cut dough into 1½-inch squares with a square cutter, or cut with a fluted pastry wheel, and transfer to prepared baking sheet. (Reroll scraps once if desired.) Prick dough with a fork and sprinkle with sea salt and pepper.
Bake crackers until golden, 20–25minutes; let cool on pan and store in an airtight container.
