Preheat oven to 350°. Spray a 10-inch square baking pan with cooking spray. Line the pan with parchment paper, letting excess extend over sides of pan.

Whisk together flour, sugar, baking soda, and salt in a large bowl.

Melt butter in a medium saucepan over medium heat. Whisk in cream, cocoa, ½ cup water, and eggs. Bring to a boil over medium heat, whisking constantly. Remove from heat; stir in vanilla. Add to flour mixture, whisking until combined. Reserve ¼ cup chocolate chunks; fold remaining ¾ cup chocolate chunks into batter. Pour into prepared pan; top with reserved chocolate chunks.

Bake until a wooden pick inserted in center comes out with a few moist crumbs, 25 to 30 minutes. Let cool completely on a wire rack. Using excess parchment as handles, remove from pan.

Melt white chocolate morsels in a microwave-safe bowl on high in 30-second intervals, stirring between each, until melted and smooth. Drizzle melted chocolate over cooled brownies. Using excess parchment as handles, remove from pan, and cut into 9 brownies. Top with chocolate shavings, if desired.
