Toss chile powder, salt, and pepper with steak, 1 cup onions, and garlic.
Heat 1 Tbsp. oil in a cast-iron skillet over high. Sear half the steak until cooked through, about 3 minutes; repeat with remaining 1 Tbsp. oil and steak mixture.
Toss steak mixture with lime juice and cilantro; serve in tortillas and top with onions.
Thinly slice the flank steak against the grain so it cooks quickly and doesn’t become tough.
Add the seasonings to the steak mixture, then toss thoroughly to be sure everything is well coated.
Overcrowding the pan causes the steak to steam. To avoid that, sear it in batches to caramelize the slices.
