Cook penne in a pot of boiling salted water according to package directions; drain.
Cook bacon in a sauté pan until crisp; transfer to a paper-towel-lined plate. Drain all but 2 Tbsp. drippings from pan.
Sauté shrimp in drippings over medium-high heat until firm, 1–2minutes per side; transfer to plate with bacon.
Add tomatoes and scallions to pan; cook until softened, stirring occasionally, about 3 minutes. Stir in lemon juice, Dijon, and pepper flakes.
Add spinach, pasta, bacon, and shrimp to pan, tossing to combine; season with salt and black pepper.
Cooking the shrimp in drippings adds flavor, but remove them as they’re done to avoid overcooking.
