Instructions
Cook carrot, fennel bulb, and garlic in oil in a sauté pan over medium heat until browned, 5 minutes. Add tomatoes, water, wine, olives, capers, zest, lemon juice, salt, and pepper flakes; simmer until reduced by half, 10 minutes.
Add cod, cover pan, and poach over low heat until firm, 8–10minutes. Transfer cod to shallow serving bowls. Pour crazy water over servings and top with fennel fronds.
