Preheat broiler to high with rack 6 inches from element. Line a baking sheet with foil.
For the croutons, brush baguette slices with oil; season with salt and pepper and broil until lightly toasted, 1–2minutes. Sprinkle Parmesan over croutons and broil until cheese melts, 1–2minutes.
For the soup, heat oil in a pot over medium. Add onions, garlic, sugar, and Italian seasoning; cook until onions are softened, 15 minutes.
Deglaze pot with wine, scraping up any brown bits. Cook until wine evaporates. Stir in broth and tomatoes; bring to a boil over high heat. Reduce heat to medium; simmer soup 5 minutes. Stir parsley into soup, top with croutons.
