Heat broth to a boil over high; add asparagus and cook until bright green, 2–3 minutes. Transfer asparagus, without draining, to a colander; rinse with cold water.
Add oats to broth, return to a boil then reduce heat to medium-low; simmer oats until thickened, 20–25 minutes. Stir in artichokes and sundried tomatoes.
Meanwhile, heat oil in a skillet over medium-high; sauté sausages until browned and beginning to curl, 5 minutes.
Transfer sausages to a plate, tent with foil. Add garlic and pepper flakes to skillet; cook until garlic is fragrant, 30 seconds. Add asparagus; sauté until crisp-tender, 2–3 minutes.
Top oat mixture with sausages, asparagus, and Parmesan.
