Purée roasted red peppers, almonds, red wine vinegar, tomato paste, and smoked paprika in a mini food processor. Heat olive oil in a saucepan over medium. Add garlic; cook until fragrant, 30 seconds. Add puréed pepper mixture, bring to a simmer, and cook 3 minutes. Stir in parsley; season sauce with salt and red pepper flakes.
