Combine broth, leeks, ginger, fish sauce, sugar, mushrooms, chiles, lemon grass, and zest in a saucepan. Bring mixture to a boil, reduce heat, and simmer 30 minutes. Strain into a bowl, discard solids, and return broth to the pan. Keep broth warm until ready to use.
