Heat oil in a nonstick skillet over medium-high. Add bread crumbs and cook until toasted, 5 minutes; transfer to a bowl to cool. Toss crumbs with parsley and zest; season with salt and pepper.
Cook noodles in a pot of boiling salted water according to package directions; drain and return to pot. Stir in butter until melted, then stir in Parmesan. Sprinkle bread crumbs over servings.
