Preheat broiler with rack 6 inches from element.
Sauté garlic and pepper flakes in 2 Tbsp. oil in a sauté pan over medium heat, 1 minute. Add bell pepper and onion and sauté until slightly softened, 2–3minutes; transfer to a food processor. Add cucumber, olives, and vinegar wwand pulse until mixture is roughly chopped. Season tapenade with salt and pepper.
Broil baguette slices on both sides on a baking sheet. Top crostini with tapenade.
