Preheat grill to medium-high. Brush grill grate with oil.
Whisk together vinegar, shallots, Dijon, and honey; season with salt and pepper. Drizzle in ⅓ cup oil, whisking constantly to emulsify.
Toss potatoes with 2 Tbsp. oil and season with salt and pepper. Grill potatoes on one side until slightly charred, 2–3minutes. Flip potatoes and continue grilling until cooked through, 2–3minutes more. Transfer potatoes to a large bowl and toss with tomatoes, scallions, and vinaigrette.
