Preheat broiler to high with rack 6 inches from element. Line a baking sheet with foil.
Combine butter, oil, Parmesan, and garlic; season with salt and pepper flakes. Spread butter mixture on cut sides of baguette. Place baguette halves on prepared baking sheet, cut side up. Broil bread until tops are lightly toasted, 1–2minutes.
Slice baguette halves and top with chives.
