Mash garlic with salt using the side of a knife blade to form a paste; whisk into mayonnaise, sour cream, buttermilk, parsley, chives, dill, and vinegar, season dressing with salt and pepper, then chill.
Cook pasta in a pot of boiling salted water according to package directions. Add carrots and broccoli in the last 2 minutes of cooking; drain, rinse under cool water, drain again, and transfer to a large bowl. Toss in bacon, tomatoes, cucumbers, and dressing; season with salt and pepper.
