Bring 4 inches water and 2 teaspoons salt to a boil in a large Dutch oven over high heat. Add Broccolini, and cook until crisp-tender, about
3 minutes. Place in a bowl of ice water to stop the cooking process; drain well.
Heat garlic, red pepper, and oil in a 12-inch cast-iron skillet over medium heat. Cook until garlic is light golden brown, about 3 minutes. Increase
heat to medium-high. Add Broccolini, lemon halves, and remaining
½ teaspoon salt; cover and cook until tender, 5 to 7 minutes. Top with Parmesan and red pepper, if desired.
