Heat oil and butter in a large cast-iron skillet over high until butter melts and oil shimmers. Sauté sweet potato and scallion whites until edges are browned, 8–10minutes. Add black beans and Peppadews; cook 1 minute. Off heat, toss with scallion greens; season with salt and pepper.
Purée mayonnaise, cilantro, lime juice, brown sugar, garlic, and zest in a food processor; season with salt and pepper. Serve Sweet Potato Hash with sauce.
